DILG wants designated impound areas for illegally parked vehicles

A week after rolling out Road Clearing Operation 2.0, the Department of the Interior and Local Government (DILG) is ramping up its efforts to unclog the streets of the metro even further as it has now instructed local government units (LGUs) to establish impounding areas for their respective cities and municipalities.

According to the new Memorandum Circular (MC) 2020-031, these LGUs must designate impounding areas that will be used to store illegally parked vehicles that were towed, as well as those that broke down or were involved in road accidents.

It is, therefore, incumbent upon cities and municipalities to designate impounding areas for the safekeeping of towed vehicles,” said agency secretary Eduardo Año. “Ang pagtatalaga ng impounding area ay mandato sa ating mga syudad at bayan. Kailangan nating umaksyon para sa mas maluwag na daan, mas mabilis na daloy ng trapiko, at para sa kapakanan ng publiko.”

Año is now mandating the various LGUs to pass ordinances in order to clarify and properly lay out all the guidelines on the towing and impounding of vehicles, as well as on the release of impounded vehicles and the corresponding penalties. These ordinances, he said, should be both consistent with national laws and reasonable.

The secretary also emphasized that the LGUs should have not just the storage facility, but the proper equipment for these operations as well. “With Road Clearing 2.0 and the prohibition of tricycles in national highways, all LGUs should have the necessary facilities to implement these directives. And this includes tow trucks and impounding areas.”
